Become a RANZ Supporter
CAMPAIGN
– NOT ORGANISATION
There is no formal organisation. This
is a campaign under the banner 'Recreation Access New
Zealand'. It is an avenue for me, Bruce Mason, to continue outdoors'
research and advocacy, in the knowledge that there is a body of public
support behind me.
My record of achievements is set out on the RANZ home page
<www.recreationaccess.org.nz>
Ultimately Supporters will decide what the future of RANZ is by their
financial contributions, or absence thereof. My experience with
past organisations indicates that even the most formal set-up can stray
off-track, including acting contrary to their constitution and objects.
I have been 'burnt' by this – I am in no hurry for a repeat
experience. Voting by $ is perhaps the most effective means of ensuring
accountability.
Supporters are periodically notified by email of issues of interest or
deserving attention (such as calls for submissions). The RANZ web site
is updated constantly.
NAME
AND OBJECTS
The name 'Recreation Access' is intended to reflect the distinction
between the two activities, and that 'access' is for the purpose of
recreation.
Access is a high profile issue, however politicians have succeeded in
trivialising recreational needs. They have expediently reinterpreted
recreation as being solely about 'access'. Access is not an end in
itself. It is the means, indeed an essential pre-requisite, for
making outdoor recreation possible. RANZ is concerned with access TO
recreation areas as well as recreation OVER such areas.
The disjunction between the motor-dependent and other recreationists is
too great to expect a common view of recreational needs. That is why I
have adopted a partisan position as an advocate for non-motorised
recreation. It is up to public authorities to balance conflicting
demands according to the strictures of their governing legislation.
I am not against 4WDs – I own one – for access, rather than
recreational purposes. For many however, vehicles are an end in
themselves – for the testing of man and machine. Mud, ruts, noise
and 'all terrain' travel – the wetter the better – are ends
in themselves. Just look at any 4WD magazine.
Recreational vehicle use needs to be
confined 'on-road'. My observations, and feed-back from others,
indicates that the balance has tipped towards indiscriminate use
irrespective of environmental and social impacts. Someone needs to present a cautionary view.
As a result of previous consultation, and further reflection, the objects of RANZ have evolved to be:
- • The promotion of non-motorised recreation over public and
Crown lands and waters.
- • Secure public access to recreation areas, including
vehicle access along (hard-surface) formed roads.
- • Public ownership and control of Crown resources of value
for public recreation.
- • The supremacy of the public interest ahead of private and
commercial interests in the management of public lands and waters.
All
advocacy will be in accordance with these objects.
FINANCIALS
My time on RANZ business is as a volunteer. This will be confined to
research and advocacy without diversion, as in the past, with creating
and servicing an organisation. However ongoing expenses still
need to be met. The biggest single cost is web hosting; next are
research costs (obtaining information). Administration costs are
minimal as most communication is electronic. Some travel costs are
expected.
A RANZ bank account has been established. Reimbursement of my expenses
is currently by two other people, who are joint cheque signatories
– this arrangement will continue.
